GParted (Gnome Partition Editor) is a free tool for managing and partitioning hard drives. The program can recognize many file systems including FAT16, FAT32, NTFS, EXT2, EXT3 and perform a number of operations on them such as creating, reading, copying, deleting, moving, resizing. The application is available from the LiveCD level, so you need to burn the ISO image on CD/DVD and then, when you turn on the system, place the drive in the CD/DVD reader.

GParted is an excellent alternative to other commercial programs of this type.
